Why Maharashtra government has increased the school fee ?

Mr Kapil Sible, the education Minister had announced free education for children up to 14 years. why he failed to execute and implement his own laws and rules. Does it means Congress government has failed in practice its own laws under the leadership of Sonia Gandhi. It is a shamful act.
