Why is George W. Bush still a free man? I thought he was arrested in Canada for war crimes and torture?

I read on a CNN webpage a couple of years back that he was arrested by Canadians for war crimes and that he is to be tried in a UN Tribunal court, why then is he still free? Also, more people thought Bush was a bigger threat to world peace than Osama and Saddam combined, how does that make you repugnents feel?
