Is Dr. James C Ronning the smartest man in the world?

I just read an article from an organization called World's highest IQs or something like that. There was a comment that Dr Ronning had scored higher on the Wechsler (all of the ones that have been published to date) and also another test given by Mensa. No actual number was given. It is not his website. I saw no affiliation except membership. Does anyone know if one can say that all perfect scores on every IQ tests he has ever taken (I left that out) can establish him as the smartest.
